Although Thirukural has three sections Arathupal, Porutpal, and Inbathupal similar to that of sanskrit equivalents, Philosophically Thirukural is a kind of anti-thesis to sanskrit works. The central tenet of the northern sanskrit works is Caste based varnashram dharma. Even kamasuthra was a caste centered work.
We don't know for sure whether valluvar's work pre-date the sanskrit works, but certainly against the principles advocated in sanskrit works.
