The New Year commences at 2-12pm IST on the 13-04-2000, Thursday. That would be 8-42am GMT on 13-04-2000. Just make additions and substractions for the other places of the world from this.

This year called 'Vikkirama' starts when there is a concentration of planets in a very small sector of arc of the sky.
According to the ancient sastras, Science, technology, and education have to have a better standing. Entertainment plays a dominent role.
Technology and science will be taking a sinister turn.
? What is it?
Could it be that human cloning will be possible?
New weapons?
New advances in chemical/biological warfare?
It is difficult to correlate such an ancient piece of information with reference to the present day situation.

The entry of the Sun into the zero point of the Zodiac is the beginning of the new solar year according to the Hindus. It is otherwise known as zero degrees Mesha or Aries.
There are several methods of calculating this.
Lahiri, Trik, Vak, and several others are in use.
B.V.Raman has his own ephemeris known as Raman's Ephemeris.
So the time of the entry of the sun will vary from minutes to a few hours, according to the systems of calculation involved.
Hence a few almanacs will show the new year as the 14th April. How many days did the month of February have for the year 2000?
This was left out by some almanacs and calenders and they had only 28 days in Feb.,2000.
Such calenders and almanacs would have 14th April as the New Year.
'Bahudhanya' is the Sanskritised name of the current year known among Tamils as 'Vegudhaaniya'.
